The package units common on East Palo Alto apartment buildings take a beating from being mounted on a roof or a slab with no real cover, and the control board is usually the first thing to fail from moisture getting into the cabinet. I test the board's outputs against the wiring diagram before replacing it, since a tripped limit switch can look like a bad board.
Rheem thermostat miswired after a previous repair. In a lot of these rental units I find a thermostat that was swapped by someone in a hurry, with wires landed on the wrong terminals so the system short-cycles or won't call for heat at all. I pull the wiring back to factory spec on the Rheem equipment and confirm the call for heat and cool both work before I close it out.
